Seven years ago, the landmark Energy Data Taskforce report recommended improvements to data visibility, sharing, and optimisation along with open markets and more agile regulation. This was followed in 2022 by the Energy Digitalisation Taskforce called for a consumer consent portal, improved data interoperability through a Digital Spine, and more.
The latest iteration of these recommendations includes the Data Sharing Initiative, which is led by NESO, which will set standards for ownership and governance. It plans to be fully operational in 2030. Ofgem has also appointed RECCo as the delivery body for Consumer Consent whereby consumers will grant permission for their data to be shared with authorised parties. Elexon are progressing a Smart Meter Data Repository (SMDR) that if implemented will give authorised bodies access to a massive database of usage data.
Almost all Ofgem licenced bodies are now required to produce an annual Digital Strategy and Action Plan. This includes a requirement for interoperability by design to ensure that data can be shared.
There’s been progress, but it still feels like we are a long way away from a true Energy Digital Spine.
Retarding factors are the usual suspects, fear of GDPR consequences, security, outdated systems, regulatory load, and culture. A shared industry data model has been discussed but not widely implemented.
A further issue is the intangibility of benefits to system participants. What’s in it for my retailer to share my smart meter readings with my solar installer? Particularly when my retailer would like to be the installer.
Unfortunately, we’re unlikely to take the next step until the digital spine gets fully written into our regulations and codes as a fundamental requirement for participation in the system. And we know that this takes time.
Yet, unlocking data will be one of the fundamental enablers of a cleaner, cheaper and more secure energy system.
